Abu Dhabi Unveils World’s First AI-Native Government Vision at GITEX Global

Abu Dhabi unveils its plan to become the world’s first AI-native government, launching AutoGov, TAMM 4.0, and AI-powered public services at GITEX Global 2025.

The Abu Dhabi Government has unveiled an ambitious roadmap toward becoming the world’s first AI-native government, announcing record-breaking partnerships and next-generation digital services on day two of GITEX Global 2025.

More than 30 government and academic entities participated in the Abu Dhabi Pavilion under the theme AI-Native by Design, Community-Driven by Purpose, showcasing innovations that integrate artificial intelligence across governance, infrastructure, and public services.

Major Announcements

TAMM 4.0 and AutoGov:
The latest version of Abu Dhabi’s unified government services platform, TAMM 4.0, introduces AutoGov: the world’s first AI public servant. AutoGov automates routine interactions such as license renewals, payments, and medical bookings, while AI Vision and Smart Guide enhance accessibility with visual, spoken, and intent-based assistance.

Dr. Mohamed Al Askar, Director-General of TAMM, said:

“This latest upgrade to TAMM leverages AI to adapt experiences to users’ profiles and preferences. It’s our biggest and boldest version ever and is set to redefine government service delivery by creating a seamless and intelligent ecosystem that truly encapsulates what AI-native looks like.”

TAMM Spaces Expansion:
Two new life-focused spaces: Mobility and Family, were added to the existing Business, Property, and Sahatna Spaces, grouping over 1,100 services around major life events.

Community Innovation:
The TAMM by You feature allows citizens to co-create digital services by submitting and voting on ideas, aligning with the UAE’s Year of Community initiative.

Data-Driven Governance

Complementing these efforts, the Statistics Centre – Abu Dhabi (SCAD) introduced two pioneering data initiatives: Bayaan and Tbyaan.

Bayaan, a secure mobile app, enables public officials to access comprehensive real-time data for proactive, evidence-based decision-making.

Tbyaan establishes a unified system for managing, validating, and enforcing data standards, improving efficiency, interoperability, and consistency across government entities and official statistics producers.

Together, these tools strengthen the foundation for Abu Dhabi’s AI-native government, ensuring data integrity and better-informed policymaking.

Strategic Partnerships

A record 19 partnerships were announced on day two: the largest single-day collaboration in Abu Dhabi Government’s history at GITEX Global.

Abu Dhabi Customs signed two customs-modernization agreements: one with the Ministry of Economy and Tourism and another with Ras Al Khaimah Customs, aimed at enabling seamless, integrated trade through advanced digital systems.

Expanding its intelligent mobility and infrastructure agenda, AD Mobility (formerly the Integrated Transport Centre) signed four major memorandums of understanding:

  • With Al Etihad Credit Bureau to enhance data collaboration for urban analytics and credit-linked transport insights.
  • With AD Maritime and the Telecommunications and Digital Government Regulatory Authority (TDRA) to advance maritime and transport data integration.
  • With K2-L.L.C-S.PC to accelerate digital transformation in transport asset management.
  • With Tatweer Middle East & Africa LLC to develop AI-driven mobility planning and road safety systems.

Other partnerships include collaborations with Capgemini, Hikvision, Analog Studios, Origen Technology, CyberGate, Core42, Etisalat by e&, and Microsoft, covering domains such as urban intelligence, cybersecurity, sovereign cloud, and AI ethics frameworks.

Part of a Broader Digital Vision

These initiatives form a cornerstone of Abu Dhabi’s Digital Strategy 2025–2027, backed by an investment of AED 13 billion (US$3.5 billion). The strategy aims to automate all government processes, deploy more than 200 AI solutions, and create over 5,000 jobs, propelling the emirate toward becoming the world’s first AI-native government by 2027.

By unveiling breakthrough technologies, expanding digital partnerships, and showcasing cross-sector collaboration, Abu Dhabi continues to position itself as a global leader in AI-driven innovation and digital governance.
